HEC Degree Attestation 2026: How to Apply Online on the e-Services Portal, Fee & e-Attestation Certificate
For years, getting a degree attested in Pakistan meant long queues, courier packets and weeks of waiting. Since May 2026, the Higher Education Commission (HEC) does it all online. This guide explains how HEC degree attestation online works, what the e-Services portal does, what it costs and how employers can verify your certificate.
What Changed in May 2026?
On 11 May 2026, HEC announced that it had moved to a completely online and paperless Degree Attestation System, replacing the earlier process. Applicants no longer visit HEC offices or send original documents by courier. Instead, HEC issues an e-Attestation Certificate that you download from your own dashboard. The certificate, together with the documents attested under it, can be verified online at HEC's verification page.
Good news for those who already hold attested degrees: attestations issued before the launch remain valid and can be checked on the same verification page.
What Is the HEC e-Services Portal?
The e-Services portal is HEC's online platform for student services, and the new attestation system works only through it. New users create an account with the Sign Up option, and existing users sign in with their registered credentials. The login page opens inside a browser application, so enable JavaScript and use an up-to-date browser. If you forget your password, use the "forgot password" option on the portal to recover it.
HEC's older web address, eportal.hec.gov.pk, was retired when the e-Services portal launched. If you find yourself on an old link, return to the official HEC website and follow its link to the portal.
How to Apply Step by Step
- Open the portal. Go to eservices.hec.gov.pk.
- Sign up or log in. New applicants register with their identity details (CNIC, POC or passport, as the portal asks), then provide personal and academic details.
- Add your documents. Select the degree, transcript, provisional certificate or HEC equivalence letter you want attested. HEC says to apply with your original credentials.
- Pay the fee. The portal generates a consumer number, and you pay through 1-Link (1-Bill).
- Verify the payment. After paying, press the "Verify Payment" button in your account. Once it is verified, the application goes to HEC automatically.
- Wait for the notification. HEC tells you by SMS and email when your e-Attestation Certificate is ready, and you download it from your account.
Fee and What It Covers
| Document type | Reported fee |
|---|---|
| Degree | Rs 3,000 per document |
| Transcript | Rs 3,000 per document |
| Provisional certificate | Rs 3,000 per document |
| HEC equivalence letter | Rs 3,000 per document |
The figure was reported by Pakistani news outlets in May 2026, so confirm the current fee on the HEC website before you pay.
Foreign Degrees and Equivalence
HEC issues equivalence letters for foreign qualifications, and only those letters are attested through this portal. HEC's FAQs also say to use the portal to attest a foreign equivalence certificate issued by HEC, selecting the country that awarded the degree and then the university. Holders of degrees from Pakistani universities can likewise apply for equivalence online by uploading HEC-attested education documents from the bachelor's level onward, with the paid fee challan.
How Employers Can Verify Your Certificate
Anyone, such as an employer, a university or an embassy, can check an e-Attestation Certificate on HEC's verification page, at hec.gov.pk/site/verification, together with the attested documents. Share the certificate and the verification link, not your account password.
