Pakistan's Board of Investment does more than publish policy. It also signs agreements with investment agencies and partners in other countries and with local institutions. This guide lists the BOI Pakistan MoUs published on the BOI website and explains what a memorandum of understanding is, who the partners are and why these agreements matter to investors.
What Is an Investment MoU?
A memorandum of understanding (MoU) is a written agreement between two organisations that sets out how they will cooperate. It usually works as a framework for joint activities rather than a full commercial contract. When the Board of Investment signs one, it typically opens the door to sharing knowledge, promoting investment opportunities and coordinating support for investors.
The BOI is Pakistan's investment promotion agency, mandated to promote and facilitate both local and foreign investment. You can read about the rules it works under in our guide to the Pakistan investment regime

Example: BOI and Bahrain's Economic Development Board
News reports in July 2021 said the BOI and the Economic Development Board (EDB) of Bahrain were set to sign an MoU during the second session of the Pak-Bahrain Joint Ministerial Commission in Manama. According to those reports, the MoU was meant to provide a framework to develop collaborative activities and projects, share knowledge and arrange technical exchange and assistance in areas of mutual interest. The bilateral trade between the two countries was reported at $117.23 million in 2019-2020.
Why These MoUs Matter to Investors
- Direct contacts: MoUs link Pakistan's investment agency with its counterparts abroad, so investors can find the right desk to talk to.
- Knowledge sharing: agreements like the Bahrain one focus on sharing knowledge and technical exchange.
- Sector focus: local MoUs, such as the one on horticulture, point to sectors the BOI wants to develop.
- Not an approval: an MoU does not replace your own checks. Rules on permissions, licences and incentives still apply to every project.
