Building a factory is expensive, and import duties and taxes can make it worse. Pakistan's answer for industrial investors is the Special Economic Zone (SEZ), a designated area with its own legal framework and tax breaks. This guide explains what the SEZ law says, who can develop a zone, what incentives apply, how approvals work and which zones are notified.
The SEZ Framework in Pakistan
Pakistan's Special Economic Zones Act was promulgated on 13 September 2012, and the SEZ Rules were notified later that year. The law was amended in 2016. Under the Act, a zone can be set up in three ways:
- Public sector: the federal or a provincial government builds the zone itself.
- Public-private partnership: the government works with a private developer under different partnership models.
- Private sector: a private developer creates the zone entirely on its own.
The Act sets a minimum land requirement of 50 acres (about 20.23 hectares or 202,343 square metres) with no maximum limit. The Board of Investment (BOI) acts as the secretariat for SEZs.
Fiscal Incentives
The BOI describes these benefits under the SEZ law:
- One-time exemption from customs duties and taxes on capital goods imported into Pakistan to develop, operate and maintain a zone. It applies to both the zone developer and the zone enterprise.
- Income tax exemption from all taxes on income for a period of ten years.

How Approvals Work
| Body | Role |
|---|---|
| Board of Approval (BoA) | The highest approving forum, headed by the Prime Minister, with members from economic ministries, provincial governments and the public and private sectors. |
| Approvals Committee | Chaired by the BOI Chairman. It uses the powers the BoA delegates to it, and its decisions go to the BoA for approval. The BoA can use any delegated power itself at any time. |
| Provincial SEZ authorities | Work under the Chief Ministers, including in Gilgit-Baltistan. They receive developers' applications and forward them to the BOI. |
| Federal BOI | Acts as the secretariat for the Board of Approval and the Approvals Committee. |
The BOI notes that provincial governments have received many applications for potential zones and are preparing documents to process them, while talking with local and foreign investors about the infrastructure the zones will need.
Approved and Notified SEZs on the BOI Page

Rashakai Economic Zone • Port Qasim, Karachi • ICT Model Industrial Zone • Allama Iqbal Industrial City • Moqpondass SEZ, Gilgit-Baltistan • Mirpur SEZ • Dhabeji, Thatta • Bostan Industrial Zone • Momand Marble City
Totals quoted in other reports vary, so check the BOI site for the latest list before you plan around a specific zone.
