SEZMIS Pakistan: Special Economic Zone Application Guide for Investors

Federal, not provincial: SEZMIS is run by the Government of Pakistan's Board of Investment (BOI). It is aimed at industrial developers and manufacturers, not small shops or home businesses. If you're starting a smaller business in Punjab, our guide to the Punjab Business Registration Portal is the better starting point.

SEZMIS — the Special Economic Zones Management Information System — is the online window through which investors apply to set up or operate inside Pakistan's special economic zones. It lives at sezmis.invest.gov.pk and is listed under the e-services of the Board of Investment's portal. This guide explains what it is, why it was created, what zone investors get, and how the process generally works.

What Is SEZMIS?

A special economic zone is a defined industrial area with its own utilities and tax relief for the companies operating inside it. Pakistan's zones are created under the Special Economic Zones Act, 2012, and the Board of Investment acts as the national custodian of the framework. SEZMIS is the digital system the BOI built to handle two kinds of applications:

  • Zone applications — from developers proposing a new zone
  • Zone entry applications — from enterprises that want to set up a unit inside an existing zone

The module was launched by the Prime Minister at the seventh meeting of the Board of Approvals on 14 December 2020. From 1 January 2021, zone and zone-entry applications are meant to come through the module. It is linked with the SECP's company registration system, and only companies registered with the SECP can apply.

Why It Was Built

In the first years of the SEZ framework, many zones saw more property dealing than industry. The BOI designed SEZMIS to push that out: by routing every application through one transparent system, it aims to admit genuine industrial investors and cut out middlemen. The features the BOI lists for the module include:

  • Processing of zone applications and zone entry applications
  • Streamlined, time-bound procedures
  • Application tracking, with a commitment to dispose of each case
  • A grievance-redressal channel
  • Investment databases and zone planning tools
  • Auditable data and better access to information
  • Less red tape and no room for real-estate speculation

Who Approves What

The approval structure has two main layers:

  • Board of Approvals (BOA) — the top body, chaired by the Prime Minister, with chief ministers, relevant federal ministers, and public- and private-sector members. It approves and notifies zones.
  • SEZ Committees — set up by the BOA for each notified zone. They bring together federal and provincial investment bodies, the district government, the provincial SEZ authority, and the zone developer, and they approve eligible zone enterprises based on their business proposals.

The Act lets federal and provincial governments set up zones alone, through public-private partnerships, or entirely through private parties.

What Zone Investors Get: Incentives

According to the Pakistan Economic Survey 2020–21, the main fiscal and practical benefits were:

  • Income tax holiday: 10 years for zone developers (extended from 5) and 10 years for zone enterprises, after the earlier cut-off date was removed
  • Customs duty exemption on imported plant and machinery, widened to cover a broad range of capital goods used in manufacturing and services
  • Service sectors included: IT, storage, communication, and zone infrastructure development now qualify for incentives
  • Co-developers receive the same concessions as developers, to encourage public-private partnerships
  • Utilities to the zero point: the federal government set aside Rs 19.9 billion over five years to bring power and gas to each zone's boundary

These come with obligations: a zone enterprise must start construction within six months and reach commercial production within 24 months of approval, and land title passes to it only after it has operated regularly for six months. If the enterprise misses its deadlines and isn't granted an extension, its status can be withdrawn. Incentive rules are revised through Finance Acts, so confirm today's terms with the BOI before you plan around them.

Early Results After SEZMIS

The Economic Survey compared the eight years before the module with its first months:

Measure Before SEZMIS (2012–2020) After SEZMIS (1 Jan – 4 May 2021)
Active zone enterprises20055
Planned investmentRs 334.22 billionRs 299.68 billion
Foreign direct investmentRs 173.08 billion (about US$1.08 billion)Rs 103.45 billion (about US$647 million)

The survey's point: in roughly five months, the new system recorded more than half the foreign investment that had taken eight years before — though it also notes that some pre-SEZMIS enterprises never realised their plans and were being phased out. A State Bank report cited by Dawn counted 70 enterprises granted active status within five months, against 200 in the previous eight years. These are early, 2021-era numbers, so treat them as a snapshot of the launch period.

How Many Zones Are There Now?

As of May 2021, the survey counted 21 notified SEZs covering about 10,030 acres of industrial land, of which 52% had been allotted to investors, with planned investment of Rs 633.9 billion (43.6% of it foreign). Since then, growth has been fast: according to a BOI briefing reported by Dawn in early 2026, the number of SEZs climbed from 7 in 2019 to 44, with 37 new zones notified under the second phase of CPEC. The four CPEC zones usually listed as under construction are Rashakai (Khyber Pakhtunkhwa), Allama Iqbal Industrial City (Punjab), Bostan (Balochistan), and Dhabeji (Sindh).

How the Process Generally Works

The outline below follows the module's described design. The exact screens, forms, and documents are on the live portal, which I could not review, so check each step there.

  1. Register your company with the SECP. The module only accepts applications from SECP-registered concerns.
  2. Decide your role: developer proposing a zone (zone application) or enterprise seeking a plot in an existing zone (zone entry application).
  3. Shortlist a notified zone that suits your sector, location, and plot size.
  4. Apply through the SEZMIS portal at sezmis.invest.gov.pk rather than through an intermediary.
  5. Wait for review. Zone enterprise proposals go to the zone's SEZ Committee; zone proposals go to the Board of Approvals.
  6. Track your case through the system and use the grievance channel if it stalls.
  7. Meet your deadlines once approved: start construction within six months and begin commercial production within 24 months, unless extended.

The plot sale, lease, and sub-lease rules for zone enterprises are set out in dedicated regulations issued in 2021, so read those before signing anything with a zone developer.

Avoid Middlemen and Lookalike Sites

One of SEZMIS's stated aims is to remove the need for brokers. Use the official address, sezmis.invest.gov.pk, and be cautious about anyone who promises a guaranteed approval or asks for a fee to "arrange" your admission into a zone. Pay plot costs only to the zone developer through documented channels.

Frequently Asked Questions

Who can apply through SEZMIS?

Companies registered with the SECP — developers proposing a zone, and enterprises that want to operate in a notified zone.

Is SEZMIS only for foreign investors?

No. Both local and foreign investors can apply. The BOI has said the module is meant to help genuine investors, including foreign ones, without brokers.

Is there a deadline after getting approved?

Yes. A zone enterprise must begin construction within six months and commercial operations within 24 months of approval, or its status may be withdrawn.

Do SEZs only host factories?

Mostly industrial, but the scope was widened in 2018 to include some service sectors, and an IT-focused science and technology park in Islamabad was notified as a zone.

Final Thoughts

SEZMIS turned SEZ admission from a broker-heavy process into an online, trackable one, and the number of zones has grown several times over since it launched. If you're planning an industrial project, start by registering with the SECP, choose a notified zone, apply through sezmis.invest.gov.pk, and confirm the current incentive terms with the Board of Investment before committing capital.
