Airport Entry Pass for Investors in Pakistan 2026: BOI Eligibility, Documents & How It Works

Airport entry pass guide for Pakistan investors with plane and ID card on lanyard

Big investors often need to meet officials, receive guests and check on projects at the airport, and ordinary visitors cannot just walk into restricted areas. Pakistan's Board of Investment (BOI) therefore handles an airport entry pass service for companies that keep a large investment in the country. This guide explains who qualifies, how many passes a company can get, which documents are usually asked for and what the process looks like.

Quick facts (as published by BOI): Minimum equity investment: US$10 million • 1 to 3 passes depending on investment size • Processing fee: US$100 (paid in rupees) • Security clearance is part of the file

What Is the BOI Airport Entry Pass Service?

The BOI evaluates and recommends cases for airport entry passes for investors and companies whose equity investment in Pakistan stays at or above US$10 million. It is one of the facilitation services the Board offers alongside work and business visas and branch or liaison office approvals. The BOI recommends the case; the pass itself is an airport security document. An older sample application form from the Airports Security Force, under the Ministry of Defence, shows that passes are issued on a "need to enter" basis, must be worn visibly in airport premises and must be returned when they expire, and that the Force can refuse or cancel any pass.

How Many Passes Can a Company Get?

Company's equity investment Airport entry passes
Up to US$10 million1 pass
Up to US$20 million2 passes
Up to US$50 million3 passes

These tiers come from BOI's published pages. Confirm the current figures with the BOI before you apply.

Documents Usually Required

The BOI's published list has included items such as these. Your case may differ, so check the current list:

  1. Covering letter from the company
  2. Airport entry pass application form, filled in and submitted in triplicate
  3. Security clearance form (also in triplicate), with clearance from the SSP Special Branch
  4. Certified copy of the latest audited financial statement showing the company's equity investment
  5. Copy of each applicant's CNIC and departmental card
  6. Five colour photographs
  7. Proof of the processing fee: US$100, equal in Pakistani rupees, deposited into the BOI's bank account
  8. SECP certificate, which BOI listed as an additional requirement for 2019
  9. Old airport entry pass when you are renewing

How the Process Works

  1. Prepare the file. Check that the company's equity investment meets the minimum, and gather every document above.
  2. Pay the fee and keep the proof, as BOI instructs.
  3. Submit to the BOI. The BOI examines the documents on receipt.
  4. Stakeholder review. The BOI forwards the case to the relevant stakeholders for their views and comments.
  5. Recommendation and issue. If the case is recommended, the airport authorities issue the pass under their own security rules.
Tip: Incomplete files are the commonest cause of delays. Check that your audited accounts clearly show the equity figure, that every applicant's copies are legible, and that security clearance forms are filled in completely. Passes are usually renewed periodically, so keep track of expiry dates.

If your investors or directors are foreigners, they may also need a security clearance in their company role. Read our guide to security clearance and NOC for foreign investors in Pakistan.
